Hi,

Try adding this in the mxe-octave Makefile.in, line 258, after the
CONFIGURE_LDFLAGS line:

  PKG_CONFIG_PATH := $(HOST_PREFIX)/lib/pkgconfig
  export PKG_CONFIG_PATH
