Thank you for advice,
and Sorry for the late reply...

I tried modified line 42 to be 
cd '$(1)' && PKG_CONFIG_PATH='$(HOST_LIBDIR)/pkgconfig' ./configure \
but it falied with the same error.

I make sure that there is libnettle.so in mxe-octave/usr/lib64/ .
