I have seen it only once, some months ago. But can't remember the details.
It wasn't a very long wait, just one or two minutes.
I regularly make fresh 4.1.0+ cross-builds for windows-64
(--enable-windows-64 configure flag in mxe) and can't remember to have seen
it on the three Win7 64-bit boxes I install it on.

I suspect one of those boxes does have some sort of "roaming" profile, yes
(it "hangs in a domain"). I haven't noted delays happen there. But I could
have a try later on with moving .config out of the way when I install a new
fresh mxe build on that box.
Maybe Octave hangs on some request to the system before writing out the
first .config/qt-settings file?
If so it shouldn't happen with the CLI.
In turn, if that is true it could be something in qt that happens behind our
back.
