Yes, that is the plan. It should be possible to implement the new
behaviour in the generate_html package without any changes to the other
packages (unless you want to use some special new feature beyond
@seealso hyperlinks).

I am waiting for the next release of generate_html, which should be as
soon as we finish the remaining tasks of patch #8787 completely. Then I
will create a clone of generate_html and make the changes in isolation.
If everything works as expected we can merge the new behaviour back in.
