No, now ftp://ftp.gnu.org/gnu/octave/octave-4.0.1.tar.xz should be correct.

I accidentally pushed incomplete changes to the stable-octave.mk file 
along with the fix to the blas.mk file.  I fixed the URL for stable 
Octave now.  Sorry for being a little sloppy on these commits.

Please update your mxe-octave repo and try again.
