Now the original MinGW project [1] is not so active.
Instead the MinGW w64 project [2] is very active.

It distributes both 32 and 64 bit compilers and both are synchronized each 
other.
Of course, differences between 32 and 64 bit compilers exist due to the 
difference 
of 32 and 64 bit environments but they are essentially built in similar manners.

The mxe-octave for windows does not use MinGW compiler on the original MinGW 
project
but use  MinGW compiler on the MinGW w64 project even when 32 bit build.
