Sourceforge is experiencing issues with their servers
https://twitter.com/sfnet_ops
What this means for Octave users:
* the octave forge http://octave.sourceforge.net/ is down
* "pkg install -forge" will not work
* "pkg update" will not work
It will work again when the issue gets fixed which usually
is not long.
