I think it would be good to summarize the instructions for how to
install and configure buildbot on the wiki (I can help with that also if
you can tell me how to set it up).

I added some more info to the wiki page.

  * Set up a slave running on a Windows system that can fetch copies of
Octave built with mxe-octave, install them, and run the test suite.

  * Properly filter the test results.  Currently the test step succeeds if
it exits with zero status.  There is no check on the number of test
failures.

This looks related to https://savannah.gnu.org/patch/?8963 that I have
partially working.

Yes, it would be good in a setting like this to display the test failures to stdout instead of only storing them in a log file.
