Savannah file upload limit

I tried uploading files of various sizes to Savannah and discovered the
limit is 2^21 bytes or about 2MB.  This differs from the stated size of
16,384 KB.  It is also small relative to some of the problem matrices (bug
#47519).  Who can we contact to change this to something like 10MB?
