Paths during execution of PKG_ADD

Hi,
I have noticed that running
pkg load ltfat
does not set paths to subdirectories correctly and it is necessary to run
ltfatstart
manually to fix that.

The thing is that ltfatstart is called in PKG_ADD if it is on the search
path. I have noticed that only the package binary directory is on the search
path during execution of PKG_ADD (in my case
~/octave/ltfat-2.2.0/x86_64-pc-linux-gnu-api-v51) and path to
~/ocatve/ltfat-2.2.0 is added after PKG_ADD is finished. 

Is this behavior intended?

In the previous versions of Octave both directories are on the search path
during execution of PKG_ADD.

I am running Octave 4.2.0 on Xubuntu compiled from the source archive from
https://ftp.gnu.org/gnu/octave/
