I did not see anybody trying to force a shutdown of octave-forge. My fear is
that the community will spend a lot of its valuable time on this maintenance
effort that I consider less important or even partially counterproductive
since it might make new packages less likely. On the other hand, if there is
a person or a group that wants to take over the job, then we can probably
shorten the whole discussion and just make it happen. I am sure nobody will
object if some volunteers step forward!

Afterwards, we could still start thinking on how to open "pkg install" for
external packages that belong to group 2 according to Doug's classification.
I think that this thread is useful since the current pkg system has never
felt entirely right to me and it seems some of the others share this
feeling. Let's see if something comes out of it.

I don't think it's necessary to force people into choosing a side and
excluding some from voting seem also to be a rather bad strategy.
