Are the macros, defined in texinfo.tex, used for the HTML output as well?  I
assume this is where my build fails using Texinfo 4.13.
Lots of progress being made on this over at bug #52775.  The answer to your question seems to be "no", the macros are not being used by makeinfo when creating HTML output, although they should be.  Also, Automake is not using its own build rules, but ones that we wrote specifically, so it is our issue to correct that.
