Details:

Heres a patch to mxe-octave to use the makensis installer to create a windows
installer for octave from the files in the dist folder when running mk-inst.

mk-inst has a new option --installer which will make the installer instead of
the zip file and will try to make nsis as part of that process.

The installer installs all the files from the octave folder in the dist folde
along with short cuts in the start menu for octave, octave (no gui) and
uninstall.

- Hope it is of some use or a starting point.
