Details:

Here's a changeset for MXE-octave to start Octave on Windows trough batch
files.
The aim is to clean up the environment so that user PATH settings won't
interfere with operation of Octave.

The PATH setting in the batch files is open to discussion; for now I only
entered the bare minimum needed to start Octave. Maybe it is better to just
put Octave's bin/ subdir first and append the original PATH.

In the future other environment settings can be entered to the batch files;
those settings are local to Octave's slot.

Note that the batch files need CR/LF EOLs to be able to be edited by notepad
(right clicking the shortcut and clicking "Edit" should bring it up);
notepad.exe doesn't properly recognize LF EOLs.
