Places where a particular platform needs help, e.g., Windows, still
need PLATFORM_WINDOWS etc.

I'm curious about this requirement. Virtually every Windows compiler I can think of defines either WINDOWS, _WIN32, or _WIN64. Is there a reason we need to define PLATFORM_WINDOWS in our Makefiles?
