Yes, I had set it. But in response to your question I decided to try it again. I just reset it, by chosing another browser and applying the change, then changing it back to mozilla and applying the change.
Now it does at least start the browser, but as was mentioned by one of the others in response to this thread, the mouse pointer stays as an "I" and does not point (as a pointer) to the URL to indicate it is anything but text when doing a mouseover.
