Pan checks your locale and looks up the corresponding charset for that
(specifically, it looks at LC_CTYPE). If the locale's not found, it
defaults to ISO-8859-1. What's your locale set to?
BTW, this will change in 0.12.1.

See above. It's actually a result of the implementation. In 0.12.1,
we'll change that to show the charsets + description (e.g. 'Central
European' for ISO-8859-2).
