You'd have to use debian unstable. Then you can get the official packages with
an 'apt-get install pan'.
I build CVS packages nearly every day, these can be gotten if you add
deb http://debian.kcore.org/ ./
to your /etc/apt/sources.list, and run apt-get update && apt-get install pan.
