I just made a few modifications to PAN for fun as I needed the ability
to create NZB files
from the GUI. Pan had already built that in, I just implemented some
functions.
I copied the nzb_to_xml function and let it skip the non-standard<path>
xml tag.
I tested it on a few files and it worked flawlessly.

How do I apply this patch to my Windows world of Pan?

That rather depends where you get your windows build from :)

I will probably include this in the installer bundle when I get some time.

I just used this to compile gmime:

and it just worked.
Really cool! :D

Looks similar to what I did with MinGW - There is a Win32 readme that
comes with Pan that I ran through, and have built on it since then in
many random ways.

The hardest bit was getting "git" working as it relies on very
specific perl libraries.

Interesting. Well, it's easier for me then as I use linux ports of mingw tools, and I compile with linux. I compiled all of pan now and it works. The only thing that bothers me is that i had to disable cryptography in gmime as that solved a lot of compilation and dependency problems, for example with glib2.0-sharp. I deleted the iconv warning out of the configure file and used the flags --disable-mono and --disable-cryptography.
After that, all went smoothly.
