[Partysip-announce] New release of osip and partysip.

The update of partysip is highly required as 0.5.5 was broken (eating
all CPU). Aside from this important issue, the other ones comes from
heavy test made with the bench test provided by CERT while testing
security and reliability to bad messages. The fixes mostly concern
memory leak that may happen when receiving message without some
mandatory headers.

Here are the changelog:

libosip (0.9.6)
        * fix transaction_init for request without mandatory headers.
        * refuse to create transactions with cseq and method that differs.
        * check minimum authorized length for method name of request.
        * fix the state when a retransmission of INVITE is received.
        * Minor changes in #define definitions just for clarity.


partysip (0.5.6)
        * fix leak when cseq does not match request method for new request.
        * fix broken pipe simulation on windows.
        * fix memory leak when incoming transaction does not complete.
