Details - The script that generates the API consistency report 
(http://www.gnupdf.org/Lib:API_Consistency_Report) is not working properly.

A lot of functions are marked as non-implemented in the report despite de fact 
they are implemented in the source code of the library.

The script prmgt/check-api-doc-consistency.pl should be modified to not 
generate false negatives.
