You also need to supply that argument to make install:

$ make PREFIX=/usr/local/stow/perlpanel
$ su
# make install PREFIX=/usr/local/stow/perlpanel

That definitely works, otherwise all the RPM, DEB and Gentoo packages
wouldn't build properly.
