Ok, I think I found why it does not work.

developer_tools does not seem to work if a target file does not exist. Maybe a 
bug,
I'll have to check that.

Anyway, a simple way to make it work is to copy phpgw_en.lang file to 
phpgw_el.lang
before making the translations.

Try that and tell me if it works !
