Yes that is correct, but you can do group to group acl permissions.
Go to Admin->Group Admin
Select the "Everyone" Group
Find the calendar app in the app list
click on the blue ACL box next to calendar
you can assign what ever rights you want here ... ie full rights to "Everyone"
... save it and then its done.

Summary: Gorup ACLs complicated (or buggy)
Original Submission: I have several User Groups and one "Everyone" group that
includes all users. All users can view every calendar entry by selecting the
"Everyone" group in the user dropdown.
In order to be able to add group "Everyone" to the participants list of an
entry I have to give access to the calendar to the "everyone" group. Is this
intended?
