there is already a patch available for HEAD that does this, as well creating a
plain DB user too. So far it only works with MySql so someone will need to
port it to other DB's.

I suggest u write a procedure so that the database will be created if it doesnt
exist already. Its very confusing that we need to create it before ourself.

Unfortunately, this is not a bug, but a lacking feature. Please log a feature
request at https://savannah.gnu.org/support/?group=phpgroupware
One of out developers has started working on this feature and it should be
included in the next major release. Although the next minor release 0.9.14.002
should include a function to test that the database does exist.
