I am not sure. I have .10, .12 and .14 from RC2 onwards with mysql 3.23.x(not
accessible at the moment). I only use english lang file. I have not had this
problem.
The problem you had *may* have been caused by trying to install using mySQL
3.22.x . I don't think the upgrade will fix the problem. Is it possible for
you to try a new install.
Grab the .14 tarball from phpgroupware.org, then run a cvs update:
1) cd /path/to/phpgroupware
2) cvs -z3 update -dP
There have been a couple of post release fixes for .14 ... its probably best to
grab them before running the new install.

Ok, i changed the primary key.
I removed one of the keys of the primary key. This was according to a hack i
found in news. Then it worked.
But of course this is not for future.
Does the upgrade to version .14 or newer change the primary key so it works?
(changes the database table?)
Meanwhile i use mysql Ver 11.16 Distrib 3.23.49, for pc-linux-gnu (i686) -
