This behaviour should be fixed in the latest CVS code. If
employee profiles are not created during installation, a
member of the TTrack_Managers or TTrack_Payroll group can
enter the "Edit Profiles" menu link, at which time default
employee profiles will be assigned to any user which
doesn't already have them. After the employee profile is
created in this manner, edit profile can be used to further
define their location, etc.
P.S. Sorry it took so long to answer this, but the request
just showed up in my queue today.

I ended up entering data in the
phpgw_ttrack_employee_profiles table manually using (the
phpmyadmin package) for each user to get it to work.
