Summary:  Double slash for URL

Original Submission:  lets say you put the site as http://www.foo.com/  and you 
put the RSS file as /bar.rss   Then it would make a request like 
http://www.foot.com//bar.rss and fail.  both on .14.005 and .16 CVS
