Summary:  ticks and slashes

Original Submission:  In the Title for the headlines if you put a '  it 
autoadds the  before it, but then it displays that as well, then if you EDIT 
it, and dont remove the , then you end up with \', and on and on, well you get 
the idea.  Both in .14.005 and .16 CVS.
