[Phpgroupware-users] Admin 2,3,4 also disabled

Another challenge, perhaps related:

On /phpgroupware/setup/index.php only Step 1 is enabled.  I can uninstall and install all applications, but for Steps 2-4 I get redirected back to /phpgroupware/setup/index.php
