I am not going to enable it on a world editable wiki, there are too many
XSS issues (see http://tavi.sourceforge.net/EnablingRawHTML ).  IMHO
tavi gives enough formatting control to be useful for 99% of stuff.

No perms issues I can see - responses added to the wiki.

Here is a 15min howto - yes it should take you less than 15mins

1 Login to phpgw as an admin user

2 Click Admin

3 Click Manage Websites under the sitemgr heading

4 Click delete for the old site - yes to any nagging

5 Click Add

6 Fill in the information in the form 
   - include complete url and path information
   - ensure you are hilited as a site admin (ctrl-click for multiselect)

7 Click Save

8 Click Cancel

9 Select Configure Site (sidebox menu - idots || drop down - other tpls)

10 Fill out all the options 
   - if you have no tpls to choose from goto step 3 
   - then click edit next to your site - not delete!

11 Save

12 Work through Manage site-wide module properties

13 Work through Manage site-wide content

14 You are now ready to add some content and pages

Now spend some time adding content
