This patch makes HAVE_GETTEXT a supported and working macro.
#ifdef's have been changed to #if's, these were just bugs before.
I have added an #if to gettext.h, which actually supports removing GetText.
Until we actually have a version of GetText that actually builds on Windows,
doesn't it make more sense to make the default in config.h for Windows to be
0, rather than 1?
