Thanks for looking at this.

This is part of a wider problem pertaining to the way that we've used
Automake to cope with generating built sources. I need to get some
advice from the Automake mailing list and fix the problems before the
next release.

Thanks for the quick response. Here are some possible fixes for the
     Cygwin environment.

Removing the $(EXEEXT) from the q2c rule in the top level Makefile.am
fixes the missing q2c problem and I have attached the updated
Makefile.am. I do not understand automake well enough to know whether
this is supposed to be the way it works but there does appear to be some
discussion about the tools hading the file extensions automatically.

The missing libiconv reference under Cygwin - I could add an
     AC_CHECK_LIB to configure.ac, but
     http://www.gnu.org/software/gettext/manual/html_mono/gettext.html#SEC188
discusses some variables that do not appear in the Makefile or other
sources that should deal properly with the various permutations of
iconv. Unfortunately my inpexperience with automake and the like is
showing at this point and I'll have to leave it to you to work out what
     is best.
