Details:
It's no longer common practice in GNU programs to include the complete
libintl in distributions. It seems to be causing some trouble under MinGW,
also. Hence, the attached patch, which omits libintl from the PSPP tarball.
The patch also makes PSPP depend on Automake 1.10 and Autoconf 2.60. Darned
if I can remember why this was necessary (I did most of the work behind this
patch a number of weeks ago), but as I recall it was a prerequisite. If it
bothers anyone a lot, I'll try to figure it out.
