Details:

This series of patches improves the system file reader and, especially, the
writer.  It also touches the portable file writer a little bit.

Each patch has a brief explanation of its purpose at the top.  The patches
should be applied in the following order:

compressed-vls-test.patch
fmt_resize.patch
float_get_double.patch
xstrndup.patch
short-name-uniqueness2.patch
max_warnings-instead-of-literal.patch
por-writer-vls.patch
sysfile-combined.patch
