Implementing SAVE TRANSLATE for comma- and tab-separated data

John Darrington has been doing a good job lately of sending out changes
for review before pushing them.  I'm trying to get back into the habit
myself, so I'm sending out this series of changes that implement
comma- and tab-separated output using SAVE TRANSLATE before I push them.
There are several preliminary changes that fix various issues I
discovered while I was working on SAVE TRANSLATE.
