You can find instructions for this in the INSTALL file which comes
bundled with it. Or you can read it online at
https://git.savannah.gnu.org/cgit/pspp.git/tree/INSTALL
This is explained in the FAQ to should have been self-evident. I
guess we need to emphasise this a bit more.
