Noah,How about reading the QEMU docs? there's QEMU-i386 for full system emulation and there's also QEMU for user level application (such as wine) - both of them are part of QEMU..
After all - QEMU 0.1 - QEMU 0.3 was all about running wine and other user level applications under non X86 machines..
