More testing reveals that -nographic has nothing to do with the
problem. The FC6 diskboot.img (which uses SYSLINUX) doesn't boot, even
without -nographic:

The FC6 boot.iso (which uses ISOLINUX) boots fine:

as does diskboot.img with bios.bin 1.14 or earlier.
