target-alpha: convert FP ops to TCG

- Convert FP ops to TCG
- Fix S format
- Implement F and G formats (untested)
- Fix MF_FPCR an MT_FPCR
- Fix FTOIS, FTOIT, ITOFF, ITOFS, ITOFT
- Fix CPYSN, CPYSE
