Matahari already has shutdown and reboot methods.

Inventory, reboot, filesystem freeze, cut'n paste, etc.. all are
communicating between host and guest.  Main point is to consolidate
effort to keep from having some sprawl of agents (which agent do I
install to do reboot?).
