Yes, all Ti8x models except 89 (and 92 which are 68000 based) are z80 based.
There are already several emulators to compare to.

I'm not sure if we ever had a ti-specific z80 compiler like tigcc was for
68k-based models, maybe check on http://www.ticalc.org/
