This is fixed by two commits.  The second half is here:

which fixes mixed 32/63 user/kernel host environment part of the problem, and 
the first half belongs to the time between 0.13 and 0.14 when dirty bitmap 
handling qemu-kvm code has been converted to qemu equivalent (this is the main 
part, when migration started working in 32bits again).
