That's not a use case for priorities at all. Priorities are useful for
PAM and SMRAM-like scenarios.

Correct. Priorities are also useful to decide if BARs hide RAM or vice-versa (determined by the PCI container's priority vs. the RAM container priorities, not individual BARs' priorities).
