"low level" is EIO, "unknown" is everything else (EINVAL, EPIPE, ...).

How can you document this to the user? What is a management tool supposed to do differently if it receives "low level" vs. "unknown".

AFAICT, the tool is going to treat the both the same way and can't make a rational decision based on the different. IMHO, that means it's effectively the same thing.
