Bug description:
  Currently we only build qemu-static for arm.  It would be nice to see
  qemu-static for all binaries.  Debian has such a package:
  http://packages.debian.org/qemu-user-static

  I would like to suggest we merge qemu-arm-static into qemu-user-
  static.
