I'll spin a patch to disable on older vte libraries.

Have you looked at what prevents vte from building on win32? Rolling
our own terminal emulation seems a bit insane to me. It's got to be
easier to do vte for win32.
In the long term, I hope that we make enough of the monitor
functionality exposed through menus that it's really not necessary to
expose a monitor tab anymore. We could then just disable those tabs on
win32.
So worst case scenario, that could be the plan, but we're certainly not
there yet.
