You can only carry forward a Reviewed-by tag if you've made no changes
to the patch.  Once you make a change, you need to drop it.

I would even suggest that if the rebase is anything but trivial, you
drop the Reviewed-by with a comment.  Most reviewers will appreciate
erring on the side of being conservative.
