Creating target_structs header in linux-user/$arch/ and making
target_ipc_perm and target_shmid_ds its first inhabitants.
The struct defintions may/should be further fine-tuned by arch maintainers.

As suggested, this header can be used to move all target-specific struct
definitions. All arch maintainers are welcome to double check definitions
of target_shmid_ds and target_ipc_perm. The definitions have been either
improved by comparing the actual layout to the one in arch-toolchains
headers or remain the same (i.e. as they are now in the code).
