Your question sounds a little confused. ;-)
If you want to pass CPU features through from your host's Valleyview
Atom processor you can use -cpu host. The only Atom we provide is -cpu
n270 (Diamondville).
As for the Bay Trail chipset, QEMU only emulates i440fx and q35.
What is your problem with finding a tablet/board? All Bay Trail SoCs
support VT-x according to Wikipedia:
